I would say the theft would be customers eating and not paying. Pay first would be a better idea.

However, the gift shop has many items that are easily stolen to sell online. They need to take steps to prevent theft.

If these lower capacity dining rooms need less labor then restaurants should keep them open. Closing dining rooms doesn't save much labor at all, but causes a huge loss in sales. Recent Burger King remodels have removed a large amount of chairs and tables. The seating capacity is probably only a third of what used to be there. There is a lot of empty floor space.
