In Utah, Winco opened 5 stores around 2009-2010. Within the last year they opened 2 more. They seem to open a batch of stores and then take a wait and see approach before they expand more.

On the store size front, in the Portland metro area, they have opened 2 locations in former grocery stores that are both in the 50,000-60,000 sq ft size so it’s possible for them to open in a smaller format.

The same thing happened in DFW. Winco originally opened 7-8 stores around 2014-2016 (Arlington was the last of the batch), then slowed their new development to just a new store in Carrollton which was built on a former Target site that opened in March 2018 after over a year of site-related delays. As far as I know, no additional store locations have been announced in the market.

Also not taking credit cards has probably hindered Winco in PHX. This is a snowbird area, who use credit cards instead of cash, all other grocers in town accept credit cards.

Today, I found a news article on Channel 12 website that West Phoenix neighbors were upset after Safeway will not re-build 35th Avenue and Northern Avenue store.

WinCo is taking credit cards (including Discover and American Express in addition to Visa and MasterCard) in Oklahoma...

Oklahoma is a strange grocery market with kind of limited competition and pretty high prices. They must have decided they can afford it. Wal Mart's grocery prices in Oklahoma are the highest I've seen anywhere (higher than in California).
