That is an owner by owner decision. The Grocery Outlet in South Lake Tahoe, CA also has a "no expired product" policy. The others in surrounding cities definitely do not have such a policy...

Makes sense, since the majority of time there isn't anything wrong with those "expired" items (excluding the obvious ones, of course).
And it seems logical that a store using the name Outlet would be a place where one could find "seconds" or other not perfect merchandise.
