The Whole Foods 365 is positioned perfectly to take a lot of business from the nearby Safeway, which is extremely busy and is getting great velocity throughout all areas of the store (except the drug/non food area seems pretty slow). I think at this point most of Raleys customers are staying at the nearby hotels and as you point out, looking for liquor or other quick impulse food, something to bbq, etc.
As you point out the Raleys is selling a lot of liquor. It also seems to do fairly well on meat, deli prepared food/coffee, and some dry grocery.
I expect to see Raleys somehow get a deal where they downsize the store and some additional development takes place around the store. Or the store is part of some kind of larger redevelopment. That land just seems too valuable at this point to be a big single story shopping center with a flat parking lot.

I would definitely second what you said. I was actually in Tahoe this past summer and visited both the Raley's and Safeway in question. Raley's seemed in need of an upgrade and somewhat oversized, but still seemed to be pulling steady business, particularly from guests at the nearby hotels/casinos who do not want to drive to another store. The store was also well-staffed and seemed to be running efficiently despite the woes I have heard regarding Raley's operations. On the other hand, Safeway's location essentially limits it to vehicular traffic, which will also be the case with 365. When I visited this store, it seemed to be busy, but the checkouts were moving extremely slow and the product selection seemed very hit or miss (many out of stock items, likely symptoms of Safeway NorCal operations).
