Constantine says it's unusual to shut down a chain grocery store, but his department does close down at least several other types of food handling facilities every month. He has concerns about Save Mart since he says managers admitted they knew there had been a problem for some time.

"Certainly, if they knew it was a problem, (then) how long? What action did they take? And more importantly, what are we going to do in the future to prevent this?" Constantine said.

Save Mart gives too much leeway to individual store managers. Under Lucky, managers were watched over closely by Lucky. Later when Save Mart took over, It was totally opposite.

If the store manager is good, the store will be well run. If the store manager is only concerned about a paycheck and does a substandard job, the store will suffer.

The Century Theatre in my town, had a big rat scandal a few weeks ago. During a movie, cat-sized rats appeared in one auditorium. It was absolutely horrifying.

I visited the theater a few days later and saw a movie. Luckily, it seemed like they got exterminators in there.

A friend of mine at a restaurant a few months ago and found a roach in the food. Health inspectors typically only visit once a year. The stores get warnings and often clean up most of the problems ahead of time. The items that health inspectors find are only a fraction of what is normally in violation on a daily basis.

Restaurants are where people should be concerned. In restaurants, a lot of items are not packaged like in grocery stores. People are making food out in the open. Rats and bugs can get into the food much more easily that way. At a grocery store, if packages are ripped open by rats, you would see it before you buy it. The vulnerable items are produce such as fruits and vegetables.
