As the Albertsons Monopoly game wraps up, one of the odd things is that Florida and its stores were excluded from the promotion. Is there a legal reason for it, or did Albertsons just decide that Florida wasn't going to work due to the remodeling at the time?
I can imagine if there's some rule that prevents that sort of thing in Florida (though Publix was one of the last retailers to do S&H Green Stamps), or was it strictly a corporate decision, even though every other store was eligible?

In Florida, there have actually been fairly strict anti-gambling laws passed over the past couple of years. Although the Monopoly promotion would have likely been permitted under these laws, Albertsons likely did not want to take a chance, especially considering how tightly they are currently being enforced.
