Isn't the other big issue the fact that the US is the only major country to go with the Chip-and-Signature EMV vs. the Chip-and-PIN EMV? I know a lot of Americans run into problems with US chipped cards overseas because they don't have a PIN.
It's interesting that Target seems to be the only major US retailer that decided to go with Chip-and-PIN system for its in house credit card (the RedCard.) I've used mine several times and it's quite easy.
