So after the Albertsons Companies decided to go 100% in with Western Union for financial services, MoneyGram was able to replace them with an even larger partner, the Kroger family of stores.

I'm trying to figure out if this Kroger thing is just for bill pay or for all of the "money services."
Western Union seems to be more sought after and at the Smiths in my area (lower middle income type neighborhoods on 4 of the 6 stores) their money services areas are always very busy and they usually have the area staffed. This does not seem like a great thing to change as Kroger has pushed "Money Services" and people have gotten used to finding Western Union there. When Scolaris took out its money services area (again- lower middle income locations and these areas got a lot of use) they actually put a sign up directing customers to Smiths or WinCo. Compare this to Raleys who pulled these services out entirely, Safeway who doesn't staff them and randomly closes them for "out of order," Wal Mart where you have to wait in a line with a lot of people doing a lot of things.
