Well, no one really knows if it is happening or when, assuming it's allowed to proceed even if voted for on both sides.
In the meantime, they'd at least have a smaller (more normal) sized store to operate and the convenience of the drive thru for everyone, plus maybe some extra money from the other tenants rentals.
Additionally, if they do have to divest it somewhere along the line they might get a better offer if it is more conforming to the current standards of such a store?

Good points. That Castro Valley location would be a hard sell for anyone. It is like 65,000 square feet, last renovated in the days Kmart owned Payless, and full of empty spaces.
