Three things could be going on, may be connected somehow:
1. Rite Aid is just continuing to shrink in Louisiana. The number of K&B Drug stores when Rite Aid bought them out in the late 1990s to the number of Rite Aid stores today is staggering (and this is after Rite Aid purchased the rest of Eckerd)
2. The Save-a-Lot conversions drove people away from the Rite Aid stores, and they aren't willing to invest money in the stores to remodel them and return to a traditional merchandise mix.
3. Rite Aid, now seemingly forced into a "shotgun wedding" with Walgreens is doing some "spring cleaning" to avoid a messy divestment process.

This video appears to make Food Pantry look like some sort of Save a Lot copycat. And it appears it existed 3 years ago.
