It's possible that the company gives an allowance to their franchisees for this promotion. I would hope so at least.

It should be scan-based reimbursement. That is how 7-Eleven does it for free items- the franchisee is reimbursed item cost.

7-Eleven franchisees recently did not like a promotion for .99 any size hot drink (last winter) and .49 Big Gump (this summer) with 7-Eleven app. The argument from the company was both of those price points are above cost so we are not giving you any reimbursement for these promotions. We designed the promotion to draw more customers to your store or cause customers to stop more often. The argument from the franchisees was these are some of our top selling items at full price and customers who would have been full price sales are coming in and using these promotions which is costing us money. Both valid arguments.
