Looks like Ruby Tuesday is looking to sell franchises here in Reno, NV. I believe there was a Ruby Tuesday at the mall in Reno back in the 70's but it was not there too long.

The chain is dying and is desperate to get some business. The chicken wing fad is something that they think will make them a quick buck. It might work for a short time until people get sick and tired of chicken wings. Even Pizza Hut has tried to serve chicken wings, but the wings over there are terrible. If the wings are not good, the chain will most likely die.
Of all of the wing places only Buffalo Wild Wings seems to be having some success and that is because they serve alcohol.

Not really such an issue selling gift cards - unlike if it was a local restaurant that then closed (thus the cards became worthless) they would still be valid at any existing Ruby Tuesday location that remains open (which there are surely lots of).
After all, some people buying them during the holiday season might be sending them to others nowhere near the closed location.
