Vancouver buys Tower Mall property
Based on the historical photo, the center was apparently originally anchored by Safeway and Leslies (Leslies was apparently Valu-Mart, a Washington based retailer that went from membership based to open shopping then bankrupt).
In recent years the center has mostly been office and other uses - the article indicates a portion is being rented to a church, currently.
The city hopes to repurpose the lot similar to many other "dead mall" (or dying) developers to include housing, retail and office uses.

That was never really much of a mall. I went in there once when there was some kind of closeout store in the spot that was the old Safeway. It has been mostly offices for years.
