Looks like the clothing area is rather Kroger Marketplace style. I can't even tell if it is carpeted... surprised some of the brands that Fred Meyer carries allow this sort of presentation.

Re: New Fred Meyer opens Palmer, Alaska
This looks a lot like a few of the "Marketplace" stores in the Portland-Vancouver area that brought back apparel after removing it for more home, garden, auto, etc. Most of them do not carry many of the 'higher-end' brands that a typical Fred Meyer with apparel would. This section is probably largely GNW, Great Northwest, Michael Morgan, basic national juniors and womens brands with less cache' and then underwear that will include a few of the bigger brands (nike, Addidas, UnderArmour). They might carry Levi/Dockers in this store, although I think their standards are pretty strict, too. Shoes probably have a relatively well-rounded brand profile but not too much stock.

Fred Meyer's apparel departments seem to be a mixed bag as of late. Some are well stocked and have decent selection while others don't have a good variety of sizes, and in some cases the product lines can vary from one store to the next in the same town. Pricing is also hit or miss. Sometimes its hard to tell if they are trying to appear more upscale or if they are trying to compete with stores like Walmart. Then you have that apparel section at Gateway which has been walled off due to shoplifting issues.
