That is a very strange looking cashier unload checkstand. Does it have two sets of bags, one for the cashier then one out on the end for the bagger?
The cashier unload checkstands used at Raleys have just one set of bags down at the end of the belt and this is what is used by whoever is bagging (cashier or bagger). Some Raleys have some bags on a hook (not rack) down near where the cashier stands as they are scanning items also, so both can bag at once or questionable items such as chicken/beef can be immediately bagged after being scanned rather than put onto the belt to get it dirty.
I've never seen that type of cashier unload checkstand before.

The Fred Meyer checkstands remind me most of a model Safeway used in the mid 80s known as a "tri belt" checkstand. The positioning of the register/keyboard and cashier was identical.
I have been in some recently remodeled FM units and they are still using these checkstands. I have never seen baggers at a FM.

The idea with the Fred Meyer dual conveyer is that the cashier can bag stuff off the first conveyer as they scan things, then place the full bag on the second conveyer to move it down out of the way for the next bag. The customer then loads the bags into their cart at the end on their way out of the checkstand.

While on this topic, I visited a Fred Meyer store a few days ago near Hillsboro, OR at Cornelius Pass road, a fairly new store undergoing a remodel. I noticed that this one has installed checkstands that are a more traditional setup like QFC and I assume other Kroger divisions. It retained the self-checkouts, but I found it interesting that there were three "express" registers which were basically three counters like something Rite Aid uses, and behind them were the tobacco products. I have never seen this setup used elsewhere, and it did not look like they were temporary registers either.

I have not seen the set up you describe at any other Kroger division.
Most Kroger Divisions will have one regular checkstand with a cigarette area built into it. The older Smiths Stores have the cigarettes in locked cases against the front wall basically out in the open.
