The company is opening 5 new stores in California including one in Davis, California. I'm sorry but Davis is a middle of nowhere town surrounded by farmland. No one travels to Davis for shopping. In Roseville,CA they relocated Bed Bath and Beyond and World Market to be right next to each other (took over an old EXPO store). They then added a Buy Buy Baby on the end. I would imagine “office” is just corporate nomenclature. The Lathrop distribution center is referred to as an “Office” on Google but is mostly distribution. Their website refers to them as “satellite support centers”. The Lathrop distribution center is also about 100k sq ft so this would track.

The two downtown Portland locations are fairly new (probably 15-ish years???) and I'm sure Safeway went through a long permitting process to get these built (mixed use buildings).
