These systems are far from fool proof. It is interesting Target did not have a back up mode or offline mode that would allow transactions to keep processing. This is probably why Kroger doesn't bother to build stores anymore in California. It is just too much trouble. All this back and forth, delays, years of going through planning... costs a lot of money. A lot easier to build a new store in Arizona or Nevada or Ohio... Now if this was Sprouts or Trader...

Commercial transport of produce across the border doesn't seem to be too restricted (although it would be subject to inspection), and in fact I believe that a fair amount of produce sold in Washington and Oregon is grown in BC.
