Small format banner may have been Pavilions Place. But there seems to be confusion as the shopping center with Pavilions in Westminster was called Pavilions Place.

I think the back of an old Vons card states the name of this smaller format.

This store previously had a different add on banner. There was a specific banner for smaller Pavilions. Like Pavilions Express. But it wasn't that specifically. I don't remember what it was.

I thought you were referring to credit card fees (surcharges). The clause you cited applies to setting a minimum purchase amount of up to $10. Never seen this interior before but see a lot of elements of the Florida decor mixed into it notably the font of some of the secondary signage. I'd eliminate the heavy emphasis on the word "neighbor" (reminds me too much of Fresh & Easy or Ikea or something foreign) and other than that...
