That Bellingham Mall is the closest Target to the Canada line there isn't it? That in itself should make it a really viable mall as that should be drawing in a ton of traffic alone. But that is a rather lousy Target and I'm surprised Target hasn't figured out a way to get a better/larger store there.

Save Mart has had charging stations at a few of its stores since before COVID. I am not sure who the provider is and nobody is ever using them.
