Pure speculation here but Walmart has been very slow last couple of months. In fact I find myself buying very little there right now with their sky high food prices that are in desperate need of a rollback. If every Costco is like the one I work at, there is a big bullhorn megaphone along with other emergency supplies/procedure documents kept in the office, but yeah, there is no PA system or speakers of any kind throughout the building.

Funny that this comes up as I happened to be driving around the back of a shopping center with a Trader Joe's last week and I noticed on their loading dock area they had a TJ's branded pop-up canopy with boxes of merchandise (or perhaps and hopefully, store supplies) being stored underneath!

And surprise, surprise...the mall is owned by Brookfield, the partial owner of JCPenney. Seems to me like this store is nothing more than 'filler' to keep up the healthy mall appearances. Also technically, this store is simply a relocation from another adjacent big box shopping plaza (Vornado-owned)...
