Maybe something in their rules (no clue was they are in MD, but some states can have odd things in there) or possibly something in their lease that would keep others in that plaza from getting permission to sell liquor items (which they might want to keep to prevent competition for their newer store...

Bakery is a bit of a hassle at checkout as every single item has its own PLU. As in, chocolate chip cookies is a different PLU from sugar cookie, every single donut frosting type has its own PLU, etc. I remember reading that one of the donut places did that also (thinking Krispy Kreme probably). No reason they couldn't sell off the brand but still carry the items. While it may have been owned by a retailer, we have lots of Turkey Hill items in stores up here in NY where there is no Kroger related store anywhere nearby.
