IHOP is serving the exclusive Pepsi Maple soda at their restaurants. I don't think I have ever heard of IHOP getting an exclusive soda flavor.

I would say the theft would be customers eating and not paying. Pay first would be a better idea.
However, the gift shop has many items that are easily stolen to sell online. They need to take steps to prevent theft.

If these lower capacity dining rooms need less labor then restaurants should keep them open. Closing dining rooms doesn't save much labor at all, but causes a huge loss in sales.
