How do you fix the problem? Merchandise and price appropriately to the neighborhood. Do whatever it takes to bring more customers in to the specific location. Safeway runs stores from pretty nice to chronically mediocre bordering on bad in the DC area. Perhaps McDonald's should have taken a field trip to Sheetz or Wawa where touch screen ordering has been in place for a long, long time. It works well and is easy to figure out what you want to order. I can tap in what I want to order at Sheetz or Wawa in less than a minute. Even at the busiest time...

It looks like Ahold Delhaize is not interested in operating the Martin's chain at all, as they're trying to sell down the remaining Martin's stores in Richmond, VA.
