All of the Wal Marts in Reno/Carson City now play music out on the sidewalk. I guess people were sleeping in front of the stores overnight and this was to discourage that. There used to be a Spirit Halloween store that opened here every year in the former Circuit City. (CC did not make it long, it was built in 2007/08 just before the recession, and it wasn't long after that Circuit City went bankrupt).
