I am yet to see a quantity of Halloween specialty retail stores open. Chains such as Spirit of Halloween may have failed quickly, and are making smarter decisions if they remain in business.

I think Publix knows they fit in a market that does not have much more than Kroger and Wal Mart. It is not hard to look upscale next to Kroger (in its current form) and Wal Mart.
