I think we're reading too much into the first two stores to open, these Neighborhood Markets. The Atlanta store is a downgraded supercenter (downgrading into a Neighborhood Market) due to arson issues which closed the store and is not really "new". https://atlanta.urbanize.city/post/walmar...

The challenges you describe at Ralphs seem to exist throughout Kroger. It is just some divisions are hiding it a lot better than others. King Soopers and Fred Meyer in my opinion are the two divisions doing the best job of not having a lot of stores with these maintenance issues/sloppy operations. ...
