Seems like a situation where something else (like an IGA) might work out to be an option to take over the spot, rather than a bigger chain.

Haven't been in the local Target since probably before Thanksgiving but at the time they were still not charging for bags. JC Penney in the Reno Mall has now changed so the only way you can get into the store is via the mall entrance. All of the exterior entrances are closed. They have paper taped over the doors and the doors are deadbolted shut (no emergency exit release). I think they have not heard of the fire code....
