How does that work with the Super Target at 4040 N Oracle? If I recall, isn't south of the river considered within city limits?

Maybe it's grandfathered (built before the ordinance was passed). Looks like a very old building from bing.com map.

Actually, that's the old Target, which was torn down, the current building is very much new, and you can see it being built in Google Street Maps:

There were a few Super Kmarts there. Two (mid 90's models I presume) closed during bankruptcy but one (an early 00's model I think...) is still open but no longer as a Super Kmart after having groceries removed sometime in the past few months.
