Costco is moving forward with a proposal to build a store in Lake Stevens on Highway 9 near 20th Street SE. I've been hearing rumblings about this for several years now, but it appears that formal proposals have now been submitted and are open for public comment. On one hand, there's already a Costco store on Highway 9 in Woodinville about 15 miles away from the proposed site, as well as stores in the Silver Lake neighborhood of Everett and Smokey Point in Marysville/Arlington. On the other hand Snohomish and Lake Stevens (and to a lesser extent Granite Falls) have been growing quite a bit lately, and this location would also likely be more convenient for people living in the more rural portions of Snohomish County than those ones. I'm not sure if this one would be closer than the Woodinville store for people in Monroe and Sultan, but Highway 2 typically has less traffic than SR522 would.
