It was established a while ago a lot of the small town/rural JCP locations are actually very profitable, despite being older, smaller, and not updated...
One thing that can be said about JCPenney though is that they realized and admitted they made some mistakes and at least are making SOME effort to turn things around. Whether this works long term remains to be seen.
