This is a very unexpected move for them.
I have seen soda and candy sold at their stores along with diapers. I guess adding cookies and cereal is not too far of a stretch. The people who shop at Toy R Us are usually people with kids, so they could just get some food to go along with the toys.

The new "R" Markets at Toys R Us are now located at the front of 260 Toys R Us stores. They feature nearly 1,300 items, including snacks, beverages, laundry and cleaning supplies, health and beauty care items, diapers, infant formula and baby food. More "R" markets will roll out later this year.

In other words, Toys R Us is losing money if they solely sell toys. By adding a convenience market, they hope to 1) make kids and parents happy 2) drive up sales at those 260 stores.
