I am not particularly familiar with this chain since they don't operate in this region (none of the "dollar" stores really operate around here except for Dollar Tree and a few smaller ones) but it sounds like they have a lot of underperforming stores out there. Interestingly enough, even though they're closing 370 stores, they're still planning to open another 350-400 in the next fiscal year.

Too many stores, many are in areas where there is not enough of a population base to support them.

Plus, at least in this area, they have a number of older stores which tend to be on the small side and thus quite often are rather a mess and hard to get around.
The newer stores, on the other hand, are just fine.
So that may be a big part of it - simply closing older less efficient (and thus less popular, leading to lower sales) stores and opening new ones in areas where there is more room (and possibly also less issue with thefts and such).
