The fee is at Fry's in Arizona (according to signage effective 10/16).

The best part of it is they bill it like they're doing the customer a favor by saying "let us save you a trip to the ATM" when the service had been free for years.

Customers like to get cash back when paying debit at retailers. If retailers can generate income for cash back transactions and point of sale fees, more power to them.

Retailers want to charge fees for everything if they can. Bags (by way of legislation), cash back (things like what Kroger is doing, or what Family Dollar has done for years). Credit card surcharges are legal in a lot of states now too, but so far I've only ever seen it at a few random independent restaurants or government-related payments processed through third party processors. What keeps these fees from spreading quickly is the intense amount of competition across the US. All it takes is a few retailers who decide not to engage in these practices and those who want to, are put at a disadvantage.

Some banks are in an ATM network called "Money Pass." This allows for fee free withdrawals at any ATM within the Money Pass network, which is more extensive in some places than others. So there are ways to get cash back fee free at ATMs other than just your bank, too.

We will see how much money Kroger makes with its customer unfriendly "cash back fee." I have not seen any other major chains following them, yet. Competitive forces at work.
