Supermarket Lighting

Nob Hill Foods in San Ramon, California has turned out half of the lights in most of the store. Some rows of light that are still lit now only have a single fluorescent tube lit. The row has 3 tubes and 2 are unlit. It gives the store a dim look. Perhaps they want a mood lighting feel? Or are they just trying to save money?

The store is not doing very well. It is empty most of the time. I saw 1 cashier and some other employee restocking.
