Kroger Delivery sign: Downtown Orlando

Just saw a Kroger-branded delivery billboard in downtown Orlando along I-4. Right across from a Publix/Instacart billboard. Weird location, as it was positioned completely bypassing Mouse (aka vacationer) traffic. Perhaps there were other billboards in Mouse territory, but not sure of the need for this billboard

I'm guessing it's just to build general brand awareness in the region. They are probably targeting locals, not tourists.
