Target has not done well with date rotation in many stores I've visited. Their problem is they have too many hands on the food departments and they are not trained on proper "LIFO" stocking. Worse, their changes to their truck process several years ago make the situation worse as all items go direct from truck to floor, then overstock back to the back. In some stores it may be weeks or months before the shelves are depleted to the point where they pull overstock from the back room. Now the back room overstock is older than the goods on the shelf, and worse the shelf stockers are putting freshest in front so if you go back three or four items you find product that is months older and even expired. This is not every store but it is more common than not especially in the Orange County market. I've also seen some fantastic thaw and serve dates shared on social media, such as expires Feb 31, 2024.
I would also say that outdated stuff is in the supermarkets here (such as Hannaford, Price Chopper and ShopRite, and probably in other chains that I might get to but not as often).
In fact, Hannaford has one item (there was a coupon this month for Betty Crocker mixes, and this one cookie one was the lowest priced one) that has had the same April dates at a couple stores (while one also had an October 2023 one mixed in).

Dollar General "clearance" sales are laughably bad when it comes to outdated products. I can't believe some of what I've seen in those totes. Years outdated products. They are supposed to mark down short dated items to 50% off via a markdown station near the checkout but this doesn't seem to be implemented very well anymore.
The chain drugstores are some of the worst when it comes to expired products in my experience. Rite Aid was the best with its freshness sticker/discount program but lately it seems the labor cuts have caused a number of Rite Aids to not do that program anymore as meticulously as they used to.
I find expired products at Safeway pretty often especially in dairy and also sometimes in produce. They don't mark stuff down like they should. This is a real problem and has been for a while. I am not sure why NorCal doesn't have a standard program that runs markdown on stuff that is about to expire storewide but apparently it is up to the store if they participate in that program or not. With Kroger they are so aggressive at marking down everything I don't find much expired there. WinCo never see anything expired- they are so high volume. Wal Mart has some rotation challenges in dairy but does a good job on markdowns in produce/deli/bakery.
Sprouts is pretty good in my area with this, but they don't do their markdown program as much anymore as they were for a while. I think Sprouts warehouse "feeds" a lot of close dated items to Grocery Outlet. I may be completely wrong.

Docket 472 in the bankruptcy case notes they have a stalking horse agreement with Ollie's to take over 8 leased and 3 owned stores for $14.6 million. I assume those are all in TX. Not a fan of Ollie's but maybe the locations would work.

Also supposedly Dollar Tree is buying 50+ of the leases. These are too big for them, not sure what they are doing or why. Thought they were busy closing 1,000 Family Dollars and converting Dollar Tree into a higher priced format that appears to be like the failing Family Dollar. Doesn't seem like a great time to add large format former 99 Only Stores.

Dollar Tree is trying to purchase 58 leases. 37 in CA. Includes Reno and Carson City in my area. Dollar Tree can't run the stores they have here, don't know why they think it is a good idea to add any more. Terrible operator. Ugh. Couldn't it be something better- anything better?
Dollar Tree thinks that people will just flock to their stores. The Dollar Tree stores in the San Francisco Bay Area are in terrible shape right now. They are messy, have problems with stocking, there is junk in the aisles, security guards at the front doors searching your personal belongings, etc.
The customer traffic has gone down. There used to be long lines just a few years ago, but now people just don't want shop here anymore.
The selection is not as good anymore as many items that were once appealing are no longer carried. The items keep shrinking in size. The value is going down every day.
