The article mentions neighborhood concerns, which delayed the re-building of a VONS in Mission Hills, San Diego. Neighbors complained about the existing store (it was dreadful) but complained about building a replacement. It finally went through about 5 years ago.

With all of the effort and delays in getting a replacement store built, you almost have to ask, "is it worth it?"
Maybe it is better to just keep operating the old outdated stores, I am sure they are minting cash.
And if the neighbors give them this much trouble about opening anything new, I sure wouldn't worry about competition coming in...

12 months seems like a long time for constructing a small store. But I would imagine they don't have all the construction resources that are commonly available in the greater LA area.

Good to see construction starting.
NIMBYism is a funny phenomenon. Folks complain about a new store and the noise and traffic it will attract, yet they complain about an old store being outdated.
