Perhaps that is what Raley's is aiming for in spite of the Nuggets.

There is a Whole Foods about 3 miles away in Folsom. Direct freeway between the two or a side road. Raleys also has one of its nicest Bel Air Stores within a couple blocks of the Whole Foods.

This store is having its own ad this week. Front page of ad "we heard you- save even more on all the things you love" message about bringing back old standard items they discontinued. $10 off $40 coupon right on the front page of the ad. They already have been advertising with this message for the past 6+ months...
It is interesting they run this promotion in El Dorado Hills but not in Reno (store is obviously struggling badly). They have been mailing out $ off coupons in Reno multiple times now in recent weeks also for the Reno ONE.
Also an interesting twist in their El Dorado Hills ad is a "dinner for two $19.99" promotion- "dine in only" including beer/wine on tap (not sure Reno has beer/wine on tap, never seen anyone drinking it in there).
Reno ONE Store couldn't execute that with its 2-3 employees in bakery/deli after about 4 PM even if they wanted to.
Successful grocery formats don't run $10 off $40 coupons.
