I can't find any information on that law, do you have a citation?

From what I know, Delaware only requires a registered agent within the state. I doubt many companies from other states would incorporate in Delaware if they had to open an office with 100 employees.
Not that I know of - I believe I remember that from being there - probably something that was stated on a tour or similar to that, not that was in writing.

Though it made sense - opening any type of office or storefront could easily get that smallish number of people involved.
