Delaware used to require a certain amount of employees, but it was fairly low (like 100).
Their thinking being that, being a small state, those 100 jobs were a big thing for their population and worth giving the companies what made them popular as a place to incorporate (low costs/taxes).
From what I know, Delaware only requires a registered agent within the state. I doubt many companies from other states would incorporate in Delaware if they had to open an office with 100 employees.
Though it made sense - opening any type of office or storefront could easily get that smallish number of people involved.
