That actually makes sense. Unlike many smaller stores, they can still get a good price on the items to start similar to what the two big chains are getting, since someone is doing the buying for all the True Value or all the Ace stores (which is quite a lot of locations overall in the country).
Then, they have some lower costs (smaller stores, less employees needed, less carrying of that inventory as they can get in just a few of things at a time from the main warehouse).
It's all up to the individual owners as to what they do - sell it cheaper and make money by selling more stuff or price a bit higher and make more profit per item but less total items sold.
Of course, some of that will also depend on the location - if you have one of these stores in a town where the big stores aren't, they can charge a bit more as people would spend more on gas (and for professionals, their time as well) to get to a larger store than they would save on the items they are buying.
