A new law set to take effect in 2024 will ban sales of dogs, cats, and rabbits. It is intended to stop the puppy mill to pet store pipeline.
Adoption agencies will still be able to have pets on display in stores, and store will still be able to charge them rent.
In California, cat, dog, and rabbit sales were banned by a law several years ago. However, this just led to an explosion in rat, mice, hamster, snake, lizard, bug, and noisy bird sales. Why do pet stores think rats and mice are popular? The squawking birds are ruining the shopping experience at these stores.

Many cities have passed ordinances where business licenses will not be issued to stores that try to sell dogs and cats. Haven't paid attention to if this normally includes rabbits.
The adoption agencies have gotten off track since COVID and have had a lot of trouble reviving the store adoption centers. Some adoption agencies have done better than others. There are quite a few adoption agencies around, it isn't just the local pound in a given area, there are multiple adoption agencies and some are rural and will drive their animals into the stores to do adoption drives when they can schedule for the space. Where I am going with this is I think there are enough adoption agencies out there to keep an ample number of cats and dogs available via retail stores.
