There would be a fairly easy way to prevent that. Simply assign them a shift (let's say 12-4) at the supermarket, then a second shift (4:15-8) at the gas station.

Thus, that 15 minutes they are travelling between locations, they are not "on the clock", thus the company is not responsible for them, any more than they would be if they caused an accident on their way to or from any job.
