There would be a fairly easy way to prevent that. That kind of direction would come from their lawyers and might actually be the reason why they are almost exclusively buying other gas stations in the neighborhood and hanging a Ralphs sign; they can just hire a low paid manager for the station and a couple keyholders.
Thus, that 15 minutes they are travelling between locations, they are not "on the clock", thus the company is not responsible for them, any more than they would be if they caused an accident on their way to or from any job.
