I believe this was an early 1990's store but I forget how it looked inside. Definitely no Albertsons LLC remodel, though. I think it may have had the Larry remodel, that low budget industrial looking interior used in the 2003 period.
Safeway has stores 2 miles away in each direction. Why wasn't something divested...?

I think the FTC decides which stores to divest rather than the companies themselves.

There aren't enough Albertsons in Colo to divest...most will be either closed, sold, with the rest becoming Safeways.
