Most of the business I saw at Microsoft stores was not around the PCs but initially selling Windows Phones and later X-Box 360s. Also they pushed the Surface line of computers. The huge focus on video games was never going to be enough to keep them around. I've expected the closure since Balmer left.

Seems like retail is struggling in general in downtown Portland and maybe someone else was willing to pay more for those other two floors and they ran the numbers and decided to downsize. The idea that urban locations need to cater to car owners is mostly nonsense. People have more than buses esp. with the advent of ride sharing services. The Target in downtown Portland got looted. It's closed and boarded up now. But so are the downtown locations of Nordstrom Rack, Apple, CVS, Nike, 7-11, and many smaller shops, Plus Pioneer Place mall got smashed and looted
