It appears Huntington Beach is repealing its plastic bag ban. It is estimated it will be eliminated by May 20.
I forgot there was a ban there. I like Manhattan Beach with its plastic bag ban, but no fee for paper bags. At least, the Manhattan Beach Ralphs charges no fee on paper bags. I am not sure about other merchants. I am completely okay with that.
South Lake Tahoe also has a plastic bag ban but no fee on paper bags. However Safeway and Raleys have both taken the liberty to charge 5cents for each paper bag.

CVS, Target and Fresh & Easy give free paper bags in Manhattan Beach, also (I like the Target ones since they have nice handles). I don't know exactly what the law is there but that's been my experience multiple times.
On a related topic, the statewide plastic bag ban the legislature enacted and Gov. signed is on hold until after the November 2016 election. I'm sure this protest of the proposition will go nowhere http://www.sacbee.com/news/politics-gov ... 92098.html .
I'm against any bag bag. It's just silly and solves nothing.
